- Abstract
- Risk assessment of sunken ships is necessary since they continuously have possibility for further oil spill or can cause other marine accidents. A study was carried out to develop the Risk-based Information Systems for Sunken Ships (RISSS) to prevent oil spill and further marine causalities to preserve safe and clean oceans around Korean peninsula. The RISSS is a decision support system that supports systematic management of sunken ships to identify the risk factors of sunken ships and measure the frequency and the consequence of unwanted event. The cost-benefit model proposed as a part of the risk assessment for sunken ships enabled to convert the benefits of removing or mitigating risk into monetary terms. The cost-benefit model presented the relationship between all factors that influence risk and risk itself in a mathematical function, which will contribute to a more objective and practical risk assessment. Based on the RISSS, related database would be additionally built, and once the quantitative risk assessment system and the cost-benefit analysis system are in place, the development of the risk assessment system for sunken ships will be complete. The risk assessment developed will be leveraged to develop the integrated decision-making system for sunken ships.
