Abstract
Safety is a core factor of design and engineering for marine systems especially for the offshore oil and gas industries. It must be assured at the early stage of the full life-cycle of the system. Traditionally prescriptive rules and regulations, which are the safety requirements to be complied with, have been used for the conventional types of marine systems like ships. But for the novel types of systems like offshore plants, more scientific and systematic measures are required. Risk-based approach (RBA) is one of the most reasonable measures for those safety-centered facilities, and strongly recommended under the goal-based regime. In this study, risk-based approaches in offshore plant engineering are introduced for assuring the life-cycle safety. And a framework of life-cycle safety management, based on the Systems Engineering principles and the risk-based approach, is proposed.
