dc.description.abstractMERRAC has been established for the development of effective measures for regional cooperation in marine pollution preparedness and response as one of major priorities of the Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region (NOWPAP). As one of major activities that has been carried out by MERRAC, with technical support of UNEP and IMO, the NOWPAP Regional Oil Spill Contingency Plan and its associated Memorandum of Understanding were developed through many MERRAC FPMs, expert meetings and other technical negociations, the Plan has been officially come effect from 2004 after adopted by the 8th NOWPAP IGM. As the Hebei-sprit Incident occurred in Korea in December 2007, the Plan had ever been activavted and the NOWPAP members had co-operated to response to the large oil spill. In addition to oil spill incidnets, recognising the serious threat posed to marine environment by Hazardous and Noxious Substances (HNS) pollution incident, and taking into account the entry into force of the Protocol on Preparedness, Response and Co-operation to Pollution Incidents by HNS, 2000 (OPRC-HNS Protocol) internaltionally, the NOWPAP Members have awared of the need to promote regional co-operation and to enhance existing national and regaional capabilities of Preparedness and response to marine HNS spill incidents, as well as oil spills. As one of priority activities, the NOWPAP Regional Oil and HNS Spill Contingency Plan was developed by MERRAC FPM and finally adopted by 13th NOWPAP IGM (Jeju, 2008), which has been made by adding HNS related issues into the existing oil spill regional contingency plan. As this, co-operation system for the prepraredness of and response to oil and HNS spills in the region has been more updated. However, it is assesseed that the regional co-operative activites against spill accidents in this region is still at evoutionary stage.-
