국내외 해양오염 방제 지침서 현황 분석

Abstract

선박에 의한 해상 물동량 증가로 인해 매년 해양에서 크고 작은 기름 유출 사고가 끊임없이 발생하고 있다. 이러한 기름 유출 사고로 인한 생태적, 경제적 피해를 예방하고 최소화하기 위해서는 방제 업무를 담당하는 실무자들의 방제 기술에 관한 폭넓은 이해 및 유류 유출의 피해 최소화를 위한 교육 및 훈련이 요구되며, 이를 위한 유류 오염 관련 지침서 및 매뉴얼의 개발이 필수적이다. 미국, 프랑스, 캐나다, 국제해사기구(IMO), 국제석유산업 환경보전협회(IPIECA), 미국해양기상청(NOAA) 등은 유류오염 대비 및 대응, 모니터링 및 평가, 보상 등 다양한 지침서를 개발하여 방제현장에서 활용하고 있다. 하지만, 국내의 경우 방제현장에서 기술지침서는 제한적이다. 지난 2007년 최악의 허베이스피리트호 기름 유출 사고후 신속하고 효율적인 방제를 위한 방제인력의 훈련 지침서 및 기술서, 자원봉사자들을 위한 교육 매뉴얼 및 핸드북 그리고 일반 대중의 이해 증진을 위한 교육 자료 등 관련 지침서 개발의 필요성을 인식하였다. 이에 선진국과 국제기구에서 발간된 지침서의 현황 분석을 통해 국내 활용 가능한 지침서들을 파악하고, 향후 활용방안들을 모색하였다. Every year, large and small-scale oil spill incidents have continuously occurred due to the increase of maritime traffic by oil tanker. In order to prevent and minimize ecological and economical damage by these oil spill incidents, education and training are required to enhance further understanding for potential responders who would involve in the response operation during the oil spill incident. To achieve this, it is essential to utilize the technical guidelines and manuals related to oil spill preparedness and response. A variety of guidelines on oil spill preparedness and response, monitoring and assessment, compensation have been published and utilized in advanced countries and international organizations such as U.S, France, Canada, IMO, IPIECA, NOAA etc. However, limited technical guidelines for reponse operation are available domestically. After experiencing the worst Hebei oil spill incident in 2007, it is recognized the necessity of development of relevant guidelines suc
