NOWPAP 지역 해양오염 방제 지역협력 현황 및 향후 추진과제

Abstract

북서태평양 해역의 해상물동량이 증가함에 따라, 유류뿐만 아니라 HNS 유출로 인한 해양오염 발생 가능성도 증가하고 있다. 국제적으로 유류 및 HNS 오염사고 대비 및 대응을 위한 OPRC 90 협약 및 OPRC-HNS 의정서가 채택․발효되었으며, 북서태평양보전실천계획(NOWPAP) 회원국은 기존 NOWPAP 지역 유류유출긴급계획에 HNS을 포함하여 NOWPAP 지역 유류 및 HNS 유출긴급계획을 최종 채택하였다. 2007년 허베이 스피릿트호 유류 오염 사고시 긴급계획이 최초로 발효되어 회원국간 방제협력이 이루어진바 있으며, 이러한 경험을 바탕으로 NOWPAP MERRAC 실무당국자회의 및 전문가 회의를 통해 긴급계획의 실질적 협력체제 구축 방안들이 논의되었다. 특히, 회원국의 방제 약제 자재 기준 분석, 회원국간 방제 지원 및 협력체제 구축, 방제 장비 및 자원 목록 개선, 합동방제훈련의 지속적인 추진 등 지역차원의 실질적 협력체계 구축이 요구되고 있다. 또한, IMO 및 IPIECA 협력하에 NOWPAP지역내 정부-기업간 협력체계 수립을 위한 GI 프로그램 도입을 통하여 유류 및 HNS 대비 및 대응 능력 증진 방안을 모색하고 있다.

The possibility of oil and HNS spill incidents are getting increased due to high maritime transportation in the Northwest Pacific region. Internationally, OPRC Convention and OPRC-HNS Protocol were adopted by parties of IMO and entered into force in order to prepare and respond to marine pollution. NOWPAP member states also adopted the NOWPAP Regional Oil and HNS Spill Contingency Plan (Plan). When, Hebei Spirit oil spill occurred in December 2007, the Plan was firstly activated based on the request of the Korean government and response assistance was made from the neighboring countries. Through this experience, it was discussed several ways for the practical implementation of the Plan during the NOWPAP MERRAC Focal Points Meeting and Expert Meeting. Especially, it was requested to analyze national performance standards and/or regulations on the application of non mechanical methods, to build further regional co-operative system for response assistance, to improve the list of response equipment and resources, and to conduct co
