북서태평양지역 해양오염 대비 및 대응, 해양쓰레기 관련 NOWPAP MERRAC 협력연구 활동

Abstract

Marine Environmental Emergency Preparedness and Response Regional Activity Centre (MERRAC), as one of Regional Activity Centre (RAC) of Northwest Pacific Action Plan (NOWPAP), has been carried out the regional co-operative activities to prepare for and response to marine pollution such as oil and Hazardous and Noxious substances (HNS) spill, and marine litter. Especially, NOWPAP Regional oil and HNS Contingency plan was adopted by the NOWPAP member states and come into effect from 2008. MERRAC also developed and published technical guidelines and/or manuals to provide and share the effective measures for regional co-operation in the major oil and HNS spill incident. And MERRAC has implemented the designated activities under the Marine Litter (MALITA) and Regional Action Plan on Marine Litter (RAP MALI) projects under the NOWPAP framework. MERRAC also developed and published the guidelines and/or brochures related to sea-based marine litter such as monitoring guidelines, sectoral guidelines, and port reception facilities, and etc. The present paper introduces the latest MERRAC activities for regional co-operation on marine pollution preparedness and response and sea-based marine litter issues in the NOWPAP region, with special reference to the major outcomes from MERRAC activities, and also proposes some suggestions on the future specific activities of MERRAC.
