Abstract

Many kinds of Hazardous and Noxious Substances(HNS) are transported in bulk in the Northwest Pacific region. Like oil spill incidents, a major HNS spill incident has a great potential to cause disastrous marine pollution, damaging human life and property. We reviewed the current status of the preparedness and response to HNS spill incidents of each member state based on the national reports, which were developed by experts of NOWPAP member states and the regional co- operative activities. The NOWPAP members have established their respective national laws and regulations, and regional co-operative systems. For further practical implementation and co- operation for preparedness and response to HNS spill incidents in the NOWPAP region, we need to establish the specialized equipment for HNS spill response, share more detailed information on HNS Data base, organize the NOWPAP training and joint exercise, and carry out the research and development for risk assessment, treatment measures and monitoring technologies. life and property.
