A single marine accident can cause a massive loss of life and damage to the environment and property. To prevent and mitigate marine accidents, the International Maritime Organization (IMO) is developing new standards such as the FSA (formal safety assessment). Despite the details within the IMO FSA, it does not provide guidelines for ship design. Therefore, a ship safety assessment model has been proposed in this paper that does not interfere with the existing design procedures of ship yards; furthermore, it is helpful for establishing a common understanding among stakeholders during the design phase within IMO FSA boundaries. This model will support the design process with repetitive and rapid safety assessments in the design phase.ormal safety assessment).
