적도 블루벨트를 위한 지속가능한 OTEC 원조자금 조성 제안

Abstract

In order to complete blue infrastructure, consensus is prerequisite and human resources are essential. It can be stimulated by proof of technical readiness and the industrial usefulness. Through the process of construction and operation of test bed to prove the feasibility, education program and expanding strategy can be established at the same time. If we can construct the test bed of 1.0 ~ 2.0 MW OTEC plant for practical use at tropical coastal zone based on public funds of ODA etc., reasonable revenue of supplying electricity can be used as ‘OTEC grant’ for expanding of blue infrastructure and the cooperation of human resources. The sustainable use of ocean thermal energy could bring about the realization of a “blue” economic society, along with “blue” infrastructure in tropical coastal zones. If such ocean resources and the associated infrastructure can be used efficiently, a clean, sustainable standard of living and industrial development could be established to mitigate the inevitable impacts of climate change.test bed to prove the feasibility, education program and expanding strategy can be established at the same time.
