Recently, the ITU-R M.184-1 has been released as a recommendation which characterizes the very high frequency (VHF) radio systems for data exchanges in maritime mobile services. Typically in the Annex-5 of ITU-R M.184-1, the VHF data link protocols for maritime mobile services are described along with a TDMA frame structure. Based on the TDMA frame structure provided by ITU-R M.184-1, in this paper, we design a transmission resource block (TRB) along with the positioning of preambles and pilots for ship ad-hoc network (SANET). And finally, the proposed TRB is examined under the maritime VHF channel model.rotocols for maritime mobile services are described along with a TDMA frame structure.
