Facing an upcoming climate change agreement in COP 21 (Paris, December 2015), countries need to submit what they plan to contribute to the 2015 agreement in the form of Intended Nationally Determined Contributions (INDCs) to UNFCCC by the first quarter of 2015 according to the decision of the COP 20 (Lima, 2014). For the reference, Korean Government announced to reduce the countrys greenhouse gas emission by 30 percent from BAU by 2020 in COP 15 (Copenhagen, 2009). As expected 2020 BAU level is about 776 million tons of CO2-eq, and 233 million tons of CO2-eq need to be reduced to satisfy the assumption of 30 percent reduction by 2020. Innovative technologies such as CCS can contribute to reduce the greenhouse gas in Korea. Especially, under the support of the Ministry of Oceans and Fisheries, KRISO, KNOC, KIOST, relevant universities and research institutes have carried out research into offshore CCS project in Korea. An expected reduction amount of CO2 of demonstration-scale of offshore CCS project are 1 million tons of CO2. This amount contribute 0.4% of GHGs reduction goals by 2020. In Korea, thermal power plant provides 343,725 GWh/year, and 792 g of CO2 are produced for 1 KWh. In this manner about 270 million tons of CO2 are emitted from thermal power plants in Korea. If scale of CCS project increases commercial level, about 30 million tons of CO2 per year, 10% of GHGs emission reduction can be achieved.irst quarter of 2015 according to the decision of the COP 20 (Lima, 2014).
