Enhanced Loran (eLoran) is one type of the terrestrial navigation systems using high power low frequency signal. Also, eLoran can be an alternative system or backup solution replacing GNSS in terms of Positioning, Navigation and Timing (PNT) service. South Korea is easily affected by intentional interference such as jamming. Therefore, South Korea government try to develop the eLoran system to avoid the interference and establish the independent PNT system. One of this effort is developing eLoran testbed project. This project has performed to test the feasibility of eLoran system on South Korea. In this paper, we analyze the expected eLoran testbed performance according to new eLoran transmitter’s position. We provisionally decide the number of four candidate sites and Horizontal Dilution of Precision(HDOP) is used to evaluate the accuracy performance. The testbed target areas are Incheon and Pyeongtaek harbors and the aims of performance requirements are meeting below the 20m positioning accuracy(2drms) within 30km at the target areas.-
