dc.description.abstract | Recently, the risk-based approach (RBA) is required rather than the rule-based or performance-based approach in order to assess offshore plant structures in a better scientific way. The risk-based approach, which is a more systematic approach towards the system, is employed as a means of life-cycle safety management and assessment with the goal-based regulatory framework. A Floating LNG bunkering terminal system (K-FLBT), which is currently under development in Korea, has not set up an applicable legal code or rule yet, and there is no regulation related to the risk-based approach. Thus, the regulations on the risk-management plans and guidelines related to offshore plant structures are discussed, and investigated to assess and manage risk for the FLBT. In addition, study proposes the Risk Mangement Plan (RMP) aiming at developing the risk-based life-cycle safety assessment and management system for the Korean floating LNG bunker terminal system (K-FLBT). | - |
