dc.description.abstractIn recent years, international efforts to regulate the emission of Hazardous and Noxious Substances(HNS) into the marine environment have been continuing, mainly in IMO. In Korea, we have strengthened the regulations and countermeasures to prevent marine pollution from ships under the coordination with the international community. However, there are not enough laws and regulations to regulate the risk caused by HNS emission of offshore facilities. The purpose of this study is to propose measures and regulations to effectively manage the risks of HNS emissions from offshore installations. It also tries to approach which of the HNS emissions from marine facilities should be regulated. The main contents of this study are ① development of selection method of regulated substances, ② selection of regulated substances, and ③ selection of policy considerations. Specifically, First, in the search of the selection method of the regulated substances, the available total survey method, sample survey method, and meta-analysis method were examined in order to identify the type and amount of HNS emitted from offshore facilities. Second, 192 regulated HNS species were selected by applying the meta - analysis method. Third, as policy considerations, we examined the emission, ie, the amount of environmental emissions and the amount of movement. In addition, the prohibited substances in international law and the types of harmful liquid substances in the current MArine Environmetn Management Act were considered as CUT-OFF factors.-
