The challenge for Pacific and Indian Island Countries threatened by global warming is not only water, energy and food (WEF) but also coastal erosion and submergence risks. Currently, plans such as landfill, fillet, and revetment have been devised or applied. However, in case of deeper waters, floating structures should be used due to limitation of construction materials as well as economic feasibility. In this study, 'Blue Island' was proposed to create floating artificial islands with very large floating structures (VLFS) for sustainable development of island nations facing the climate crisis, and to provide water, energy and food for survival and industrial activities. To this end, the development of residential spaces with modular expansion-type very large floating structures, supplying power by ocean thermal energy conversion (OTEC) system, and using the discharged water to secure necessary survival and industrial resources for district heating and cooling, seawater desalination, hydroponic cultivation, and aquaculture, etc. On the basis of this, hydraulic model and numerical analysis experiments were carried out assuming large floating structures equipped with WEF plantssuitable for the residential population. The very large floating structure can be connected with lots of octagonal module structure to meet the demand of the community. Hydraulic experiments in Ocean Engineering Basin were made by connectin-
