dc.description.abstract | The present paper aims to review the issues, regulations and global responses relating to the transfer of harmful aquatic organisms via ship's ballast water, including a state of the art on the technologies for its management. As one of the global responses, especially, the International Maritime Organization (IMO) is currently preparing a legally-binding instrument on ballast water management in a form of an international convention, which is expected to accept in 2004. Based upon the review on current issues and approaches, the present paper also suggests the national strategy for the research and development on the establishment of national response system to the ballast water problem. | - |
