In this paper, we design a mode transition algorithm in AIS, which is not not clearly and detail described in international recommendation of ITU-R M.1371-1. There are three different operation modes in AIS, that is, autonomous operation mode, assigned mode, and transition mode. An AIS can be changed its operational mode from one to another by the authorized command message from base station or by the ship's location. If the operation mode of AIS is changed, the AIS should properly re-schedule and make reservation of slots and then it should broadcast dynamic or static information seamlessly. The mode transition algorithm is designed with the consideration of mode transition and operation phase change since the reservation of slots are performed by changing its operation phase. The design results of mode transition will be used in the implementation of a prototype system of AIS.-
