Abstract

NORI(National Oceanographic Research Institute), in charge of ENC production, produced 210 ENCs covering the entire Korean water from 1995 to 2001 and revised about 20 ENCs every year by new survey data. Although it's recommended that all data(New cells, New editions, Updates) is distributed through a RENC(Regional ENC Co-ordinating Centre), the quality problem remains unsettled. There are lots of informational and structural errors and warnings in the ENCs by complicated reasons such as capturing method from existing paper charts, different interpretations of S-57 and its ENC Product Specification(PS), ENC Quality Management System. Feedback from ECDIS users indicates that theses errors and warnings are causing dissatisfaction, thereby threatening the viability and take-up of official ENCs. This paper presents a framework on ENC Quality Management process necessary to guarantee a world-wide consistent level of high-quality, updated official ENCs in order to satisfy the chart carriage requirements of SOLAS Chapter V and the IMO Performance Standards for ECDIS, to distribute through a REC according to the WEND principles.
