This paper aims to investigate a systematic and rational approaches to achieve the safety of new ship. Risk-based methodologies, specially the FSA(Formal Safety Assessment) and their applications to maritime systems were reviewed. The performance-based approaches were also investigated and the relationships to PRA (Probabilistic Risk Assessment) methodologies were defined. As a result of the study, a framework of total safety assessment system was proposed.-
