The Modernization of IALA Questionnaire for Open Data Portal

Abstract

Since 1998, IALA has been conducting surveys aimed at gathering information on marine aid to navigation (AtoN) and analyzing trends in the industry. This survey is a quite powerful tool for collecting, analysing, and providing statistics on Aton and VTS around the world. However, the ongoing questionnaire system has encountered several issues, such as difficulties in interpreting terminology between IALA and respondents, various questionnaire level issues that were designed by a limited number of committee members, and respondents' inability to immediately review survey results. Consequently, the response rate for the questionnaire has been severely low, significantly reducing the survey's reliability. Therefore, this research seeks to identify the problems with the current questionnaire system and propose a modernization plan to address them. Additionally, we will outline a plan to establish an Open Data Portal for IALA through the implementation of a modern questionnaire system.
